| akhenaten would be a good choice. he moved the capital city and introduced a very early form of monotheism (as several other posters have remarked).khufu (cheops) was also a very successful pharaoh who (probably) built the great pyramid of giza (the one on all the postcards).but i think the best choice would be cleopatra vii.cleopatra belonged to a non-egyptian dynasty of pharaohs (alexander the great had put one of his own generals in charge of the kingdom when he captured thebes during his conquests) but she identified herself with egyptian nationalism (she was probably the first of the ptolemies to learn egyptian) and - realising that egypt was one of the only countries in the ancient world where women had any kind of freedom - deposed her brother from the pharaohship and became ruler of egypt herself with the help of julius caesar.cleopatra had a son with julius caesar (they were never married) in an attempt to protect her country from roman invasion. sadly when caesar himself was murdered and rome descended into civil war she chose mark anthony for her ally.when mark anthony was defeated by octavian (augustus) at the battle of actium cleopatra committed suicid knowing that there was nothing further she could do to save her country.after cleopatra's death egypt gradually slumped into being just another roman province.cleopatra was one of the greatest women of antiquity, a true leader of her people, and one of the first people in history to realise that you can choose which nation you belong to - you don't have to accept the one you were born in. en.wikipedia.org

| My choice would be Ramses the great, otherwise known as Ramses II, he reigned for a very long time (66 Years), fought the first well documented battle in history (Kadesh), built on a monumental scale (Abu Simbel & Karnak, etc.) and was (possibly) the Pharaoh of the Exodus. Akhnaten and Hatshepsut would also be good choices.
