I believe Mendocino has more white people, but that'd have to be checked with a census bureau. Mendocino's cost of living is slightly cheaper than Encinitas, but the weather is better in So. Calif. (Encinitas). It can rain for days/weeks on end in No. Calif. (Mendocino). They are very different beach towns...with Encinitas being a typical SC surf town-summer tourists, warmer water but in my opinoin, Mendocino is so much prettier due to the Redwoods (and Lost Coast trail) to it's north, it's rugged coastline, and abundance of sealife. Both have their good qualities.
