Does anyone know if there was a pardon issued at the end of the Napoleonic Wars?

There must have been British citizens who deserted the navy and stuff like that, especially Irish, who eventually served as soldiers under Napoleon. I was just wondering what the prospects were that they could have ever gone home again. How did the peace treaty deal with that possibility?
