 The answer of Paul C seems to be logical. However, why is it that you need to turn off the light of a.......? passenger aircraft even during morning flight?? In my opinion it's because an active electrical curcuit such as lighting may have a tendency to cause spark and in the event of a crash landing, spillage of fuel plus electrical spark may cause an explosion. The opening of the window, I think, is to simply let you know the outside condition in the event of a crash landing, e.g. if you have landed on water surface, etc.
