Kansas - the inventor of basketball coached there (Naismith), Wilt Chamberlin, Dean Smith and Adolph Rupp played there, Allen Fieldhouse is a great venue.

For sustained excellence over the decades, it probably would be Kentucky, followed perhaps by Indiana. The roots grow deep in both states. UCLA and North Carolina have been good for more than 40 years, but had some ups and downs before that. UCLA obviously had an incredible run of success, and it's doing pretty well now too.
