| 2 reasons: at the horizon, air is denser than overhear, so dense air refracts light from the moon, making it bigger. also, objects in the horizon like trees, buildings and mountains tend to create an illusion taht the moon is bigger

| It does not have to do with atmospheric refraction nor with comparing the moon's size to objects on land. It is a complicated illusion based partly on the fact that our eyes and brains aren't well-suited to perceive and judge the sizes of objects in the sky.
