potty training??

My little girl is 2 1/2 and i think she is old enough to be potty trained by now (both her brothers were). The trouble is she just goes on the floor while walking then complains she has made a mess. She will sit on the potty and has done 2 wee's but that was more luck than anything. Her brothers were so easy but she just doesnt seem to notice when she needs to go. I follow her round asking her if she needs to go but she just uses her favourite phrase of the moment 'no mummy no' .What do i????
