Is it possible to give an adult who is not my parent my education rights and such?

Basically, having them be my gaurdian. My mom has signed my education rights off to my dad before, can she do that with someone not my parent?

Your parents would have to go to court and have a judge remove them as your legal guardians and put in someone else. I would suggest a more informal arrangement, where your parents retain legal rights, but let someone else take care of you.
