I thought walkers were illegal, at least they are in Canada because of the dangers associated with stairs etc....
I really hope she has good upper body strength and complete head control. I really don't think you should have her in there at all at this young age. You should be thinking about tummy time and crawling, not walkers at this stage.

My daughter will be 3 months tomorrow and I ordered her a jumperoo yesterday (one of the ones that is like an exersaucer that bounces). It's a similar sitting position to a walker, but she can't push herself around. I think that as long as the baby has good head control it is probably fine. My little one holds her head really well and always wants to be in a sitting position to see what's going on, so I thought something like that would be perfect.

yes both my little brothers used walkers and they learned how to travel backwards before frontward.

So many people will tell you it is bad for them or dangerous. It is only dangerous for people who do not watch their children, the ages that kids are in walkers should be supervised at all times anyway.
Both my kids used them and I think they are great, my youngest was a holy terror in hers it was so funny she was like a little race car, she would have my oldest (they are 2 yrs apart) running from her. I do not believe they delay walking either, my oldest walked at one exactly, and my youngest at 14 months, a little later than usual but it turns out she had vision problems and its a wonder she walked at all without glasses, it does explain why she was such a terror in her walker because it balanced her. I think they are fine!!
