Check out the local recreation department. There are many sports and activities for children going on during the summer. Also, local churches might have day camps for a week or so.

How about a martial arts class, it's not free but most places run specials during the summer for kids. It's a good place for kids to meet others around the same age who live nearby, learn discipline, and get some exercise.
