help!!! please. my nephew wont go to sleep?

im babysitting my nephew who is 5 and a half months old. he slept quite a bit today...but he wont go to sleep and its 12:30 AM!!! any tricks?? and he wont take his bottle...
also i think he IS tired...but i think he's fighting sleep...he didnt sleep too incredibly much..not more than he usually does. he has a clean diaper and everything. when i rock him and sing to him, he's quiet, but he wont fall to sleep
omg he went to sleep. i just let him cry for awhile. i hate hearing babies cry though so it was hard. thank you to everyone who answered. i will choose a best answer later.

When my nephew wouldn't go to sleep, I just sit on the end of the bed and rock him until he falls asleep, and softly sing to him if he's crying too.
Then when he falls asleep, just really carefully set him in his bed.
