I believe it is a combination of inborn temperament and life experiences.
That's why young people have varying values and ideas about life. We tend to think one way for a few months, and then another way after that. We are easily swayed by media and other forms of communication, like news articles.
Then, you see people going through middle-age and they are pretty firm in their values and such because they have become more hardened to what they experience every day.
But, every human being is born with a temperament, which is how they handle the world around them. Babies have temperaments and all of them are different. Some babies can't handle strange situations. Others seem easy-going no matter what happens. That inborn temperament remains with a person throughout their life, but life experiences help shape and curb it.
