Sound like dry skin to me. Try using some Vaseline on it.

As an ex-serviceman with some experience of these things I can categorically state that you have a creeping dose of galloping knobrot - or - a galloping dose of creeping knobrot . Either way the only cure is amputation. You will just have to get used to your friends calling you Stumpy. In the forces you would have qualified for a medal - The VD and Scar. It is widely held by even Officers.
