| cause they are cheap for the restaurant to buy, but they know we americans love getting them and reading our fortune. they know we will keep coming back for those little white papers so neatly tucked away inside a semi-sweet semi-flavorful crisp cookie shell. so there is a big payoff for the restaurant with little expenditure.
