 Need help with a movie title? It's a movie I think originally in japanese, that was dubbed into English. What I remember of the movie was a guy named Cloud (in english dub) and he had the power to control water. At one point in the movie, he tore his arm off and threw it into the water, I don't remember why. There was also a guy wearing green most of the movie who controlled fire. And it all culminated in a fight against an old man who I think controlled lightning. I know it isn't the title, but, the closest thing in my mind is "Blade Runners" which isn't on IMDB or anything. I really think my brother would enjoy this movie, so any help is appreciated!
