slow streaming, with fast internet?? help?

i have a 5 month old laptop and i have a fast broadband connection, bt my streamin speed is so slow, i have tried dumping all the temp internet files etc.. still slow.... i can download stuff and itll go all the way up to 900 kb/s but my stream speeds are slow... plz help.. thnx
