When I worked a job where I had to pour sodas, you'd get complaints no matter what. You put in too much ice, they think you are stealing their soda. Put in too little, they talk about the heat and act like you should have figured out that everyone wants more ice today. If you have a preference, speak up--especially if you know the store or clerk has a habit of giving too much ice for you.

As some people have answered, different resataurants have different policies, and if you have a preference you should speak up. However, be wary of places with more expensive drinks like starbucks or chain restaurants; certain places will charge for the extra liquid when you ask for no ice.

to me it is a sign that the manager or owner doesn't understand what business he is really in....he thinks he is in the beverage business...and he will eventually fail if this kind of thinking infultrates too many areas of his business.He doesn't understand that he will actually make more profit by years end by providing the customer with a gigantic cup and filling it with lots of beverage, and simply enough ice to accomplish what ice is supposed to accomplish.
