Alright, so I can't say that I am 100% perfectly positive about this, but I am pretty sure that doctors can have visible tattoos. Many of my family members are doctors, so I know a bunch, and most of the don't have tattoos, as they just never wanted to, but there is a lot of freedom in terms of tattoos and hair color. To be a doctor you just have to take a lot of tests and make it into medical school and find a good internship. Be careful though, doctors have to interact with people a lot, and some might be against tattoos, and tattoos might affect the professionalism of a doctor's image. If you really want to though, and that tattoo isn't too weird, I'd say got for it!
