First. The white ink will show up more depending on your skin tone. I am pale and mine shows up very well. It is also on the inside of my forearm. I have had it a while, took great care of it during healing and put sunscreen on it all the time.
You can see it if you are looking for it, but from a distance it is difficult to see.
White ink is difficult to tattoo because they cannot put a proper outline on you as it will turn the white ink blue. For this reason, something as detailed as what you are describing might not work.
Also, UV ink has not been approved by the FDA as a safe ink to put into your body.
What you should do is really go talk to your artist, see what he/she thinks and what your options are.
