liquid eyeliner helps me, i had the same problem.first, apply your regular eyeliner. i apply it in the inner crease on the bottom of my eye [do you?] then, take the liquid eyeliner, and gently apply it directly below your bottom eyelashes. make sure the liquid eyeliner is ON, but very small, because otherwise you'll look like a racoon :]. the finished product should look just about exactly the same as it did without the liquid, but the liquid eyeliner will dry and therefore prevent the eyeliner above from smudging. when the eyeliner above [afte ra LONG time] does smudge, the liquid eyeliner on bottom will stop the smudging and keep it in place. good luck:]
