Call child protective services the next time the child is out without supervision. It may seem cruel, but really it's in the best interest of the child if the parents don't care. If he's not supervised he could hurt or injure himself or someone else.The parents are fully aware of their child's condition, but may not be able to handle it. Child protective services can also recommend classes and support groups to help this family. It can also be anonymous call if you choose.
