Depending on what state you live in , you can go to the city hall and file a complaint on paper. Then if the boy is still messing with up things in the neighborhood. You go down there and ask to see the judge of the county you live .And they will summon the boy parents boy to court. They will warn the parents one time and then fined them. After, that the city will ask the parents to keep the child in house. And , if they do not comply it is up to the judge. hope this help
