The ring is the circumcision scar, with the skin on the side near the glans being the remainder of your inner foreskin. The other side of the ring is just shaft skin.Infant circumcisions are cruel because they're always done without consent from the person it's done on. If you want to know for sure if you're circumcised or not, you could just ask your parents or your doctor. But from your description, there's almost no doubt that you are.
