Tell her the way you feel. If you have been hanging out it's a good sign that she likes to be around you. Even if she does have a boy friend tell her that you like her. She may change her mind on this other guy. IF it's just a rumor take her to a fancy restauraunt within your budget. Give her a rose and tell her that you would like to date her. Hope you get to know this girl better and become closer to her!
