PR BUT since the "father" isnt Australian she has been classed as "AMERICAN" and NOT AUSTRALIAN, she can take out dual-citizenship later on in life......however DIMIA states that she is not AUSTRALIAN.......I think you would have to tie in all sorts of things and not just the cultural background. Just because your born in another country doesnt automatically make you a CITIZEN or worthy of CITIZENSHIP.
