because people do not want to just walk off with another child. There are probably thousands of children who look like her, I mean, at that age to a stranger they may look similar, especially as the posters mostly have poor photographs (and are in english, even though most people in the country(s) don't speak english...) . People don't want to make that mistake.she's probably dead by now, anyway (if the parents didn't kill her).
